RSTW 2019 Central Luzon held in Balanga City

The Department of Science and Technology (DOST) Region II in celebration of the 2019 National Science and Technology Week in Central Luzon “#RSTW 2019 Central Luzon, Science for the people 2019”, Enabling Technologies for Sustainable Development was held at Vista Mall Bataan City of Balanga, Bataan on July 30 – August 1, 2019.

The event was participated by government officials, employees, private concern students on the DOST SETUP Beneficiaries in Central Luzon mostly of the DOST SETUP Beneficiaries in Bataan located in the 12 towns of Bataan.

Hon. Francis Anthony S. Garcia, Mayor, City of Balanga welcomed guests and participants to the event, followed by Dr. Julius Ceasar V. Sicat, Regional Director, DOST-Region III joyful greeting to the audience, as he opened the celebration.

Hon. Albert S. Garcia, Governor, Province of Bataan Message was delivered by Mr. Gaudencio Ferer, PIO the Governor is happy to host this very important occasion and hoped for a stronger and closer collaboration with the DOST for a better implementation of science and technology for the development and progress of Bataan and the country.

Hon. Rowena Cristina L. Guevara, Undersecretary for Research and Development, Department of Science and Technology introduced the keynote speaker, Hon. Cynthia A. Villar, Senator, Republic of the Philippines whose message was delivered by her Lady Representative.

The Senator despite of her absence assured her full support to science and technology and happy to welcome everybody to Vista Mall for the celebration of this momentous occasion.

Hon. Fortunato T. de la Pena after greeting the DILG officials and the audience, looked back to the past as he expressed his sentiments, why Bataan is so close to his heart. He said that his parents are from Bataan and his wife Mariquit is also from Balanga City who came from the Banzon Family in City.

The Secretary spoke so casually as though you were simply listening some stories from the barber shop which the listeners appreciated and felt free to answer his quiz, a little about science and science personalities.

He gave a prize of P5,000 to five winners, which was increased to some more, after Regional Director, DOST-Region III Dr. Julius Caesar V. Sicat gave additional cash for the contest. Winners and non-winners were all laughing and smiling and cheering during the flow of the contest which ran on casually and naturally, adding joy and laughers and excitement to the celebration.

The RSTW 2019 Central Luzon (Regional Science and Technology Week 2019) offered a lot of activities from the opening day to its closing day.

Day 1, July 30, 2019

There was the Pablo Roman National High School, Bataan, that rendered Rondalla instrumental folk songs and others.

There was the Media Conference at Kuya J’s Restaurant 2/F Vista Mall, the Science Film Showing, and the In Touch with Excellence: Awarding of Medals to DOST-SEI Honor Graduates at La Vista Inland Resort.

Techno Fora (by invitation) was also held at the La Vista Inland Resort about: How Prepared are we for the Big One? By Ms. Margarito P. Dizon, Science Research Specialist II, Philippine Institute of Volcanology and Seismatology (PHIVOCS-DOST) with Reactor: Engr. Leon M. Dacanog, Jr., Regional Director, National Economic and Development Authority Region III.

Another one was about Severe Weather Amphibious Navigator (SWAN) and Disaster-Use Converted Ketch (DUCK): Saving Lives, Building Resilience by Dr. Ryan John L. de Lara, SWAN Project Leader and Director, Research and Development Productivity Office, Wesleyan University – Philippines, and Engr. Jun P. Flores DUCK Project Leader and Instructor, Don Honorio Ventura State University with Reactor: Ms. Angelina Blanco, Provincial Disaster Risk Reduction and Management Officer, (PDRRMD) – Pampanga.

Day 2, July 31, 2019

On day 2, July 31, the DOST SEI Undergraduate scholarship Orientation was held at La Vista Resort, followed by a Techno Fora (by invitation) at the La Vista Inland Resort, Forum 3: Food safety, Protecting Food, Protecting People tackled by Ms. Maria Clarissa; Specialist II, Industrial Technology Development Institute (ITDI-DOST), with Reactor; Ms. Asuncion C. San Juan, Food and Drug Regulation Officer III, FDA Region III.

Forum 4: DOST Halal S&T Program in preparation for the 2019 SEA Games was discussed by Dr. Anthony C. Sales, CESO III, Regional Director DOST-Region XI with Reactors: Mr. Ibrahim B. Gulam, Director Chief National Commission on Muslim Filipino, Division Chief; National Commission on Muslim Filipino-North Luzon.

Forum 5: Energy Systems Optimization Conserving Energy to Ensure Sustainable use was explained by Engr. Apollo Victor O. Bawagan, Office-in-charge, Chemicals and Energy Division ITDI-DOST, with reactor Reactor: Dr. Jaypee B. Pajarillaga, Associate Professor, School of Engineering and Architecture, Holy Angel University.

The last forum for the day Forum 6: Additive Manufacturing Technology (3D Printing) was elaborated on by Engr. Joseph Alfred V. Garcia, Senior Science Research Specialist, Metals Industry Research and Development Center (MIRDC-DOST), with Reactor Dr. John Reyes C. Dizon, Establishment of Additive Manufacturing Research Laboratory Project Leader and Professor III, BPSU.

Day 3, August 1, 2019

Forum 7: – Expanding Community Empowerment thru Science and Technology (Ecest) : Building Communities, Empowering Lives was explained by Mr. Wilfredo F. Sibal, Assistant Regional Director for Technical Operations, DOST – Region III, and Ms. Janice M. Martinez, Science Research Specialist II, DOST – Region III, with Reactor: Mr. Albert C. Lacsano, President, Carmencita Sampaguita Growers Association (Pampanga) and Dr. Cesar L. Valenzuela, School Principal, Pablo Roman National High School and STARBOOKS Beneficiary (Bataan)

Forum 8: Carrageenan Plant Growth Promoter: Stronger Rice, Greater Yields was discussed by Dr. Gil L. Magsino, Director, National Crop Protection Center, University of the Philippines Los Banos, with Reactor: Mr. Mark Gil S. Hizon, Science Research Specialist II, DOST-Region II

Forum 9: KaAlaman: Your Nitrogen Deficiency Analyzer with Detection of Rice Diseases at Hand was talked about by Engr. Rodrigo Munoz, KaAlaman Project Leader, BPSU with Reactor: Dr. Arthur D. Dayrit, Supervising Science Research Specialist, Department of Agriculture – Region III.

The Bataeños have a very satisfactory celebration of RSTW 2019 Central Luzon and look forward to other activities of related kind. (PPCI)
