SIMULATED BIRTH RECTIFICATION ACT. Department of Social Welfare and Development (DSWD) Secretary Rolando Joselito Bautista (center), Department of the Interior and Local Government (DILG) Director Dennis Villaseñor (left), and Council for the Welfare of Children (CWC) Division Head Consolacion Salcedo (right), lead the ceremonial signing of the Implementing Rules and Regulations (IRR) of Republic Act No. 11222 or the “Simulated Birth Rectification Act” at the DSWD central office in Quezon City on Monday (Oct. 7, 2019). The law allows the rectification of stimulated birth records and amnesty or exemption from criminal, civil, and administrative liability to persons who committed birth simulation if proven that the administrative adoption will redound to the best interest of the child, and that such child has been consistently considered and treated by the person or persons who simulated such birth as her, his, or their daughter or son.
