New Philippine National Police (PNP) chief Gen. Camilo Pancratius Cascolan has ordered the reorganization of the three top posts in his Command Group.
Cascolan named Lt. Gen. Guillermo Eleazar as deputy chief for administration, the PNP’s second highest post which he vacated when assumed his new position. official.
Named to replace Eleazar Lt. Gen. Hawthorne Binag, the chief directorial staff, will replace Eleazar as deputy chief for operations, making him the PNP’s force’s third ranking official.
Completing the reshuffle at the top is the designation of Maj. Gen. Joselito Vera Cruz will take over Binag’s vacated post. The new top cop also ordered a reshuffle of ranking police officials to other positions. The new set up takes effect September 3.
Cascolan said the PNP’s master development plan includes giving equal opportunities and leveling the playing field relative to promotions and assignments of personnel based strictly on their performance, service reputation, merit and fitness in establishing a “succession planning” and “career path”.
He said close mentoring and coaching of personnel. “We will exact discipline in all aspects of policing. Following the principle of command responsibility, we will hold unit commanders and leaders accountable in accomplishing their tasks and in upholding human rights and enforce rule of law at all times,” he stressed.
Cascolan took over the PNP command on September 2 when he replaced Gen. Archie Gamboa who reached the mandatory retirement age. He will serve for only two month because he too will hit retirement age next November.
